The European Union Advisory Mission (EUAM) Ukraine in the SAS 17 January 2018

The meeting of the State Audit Service of Ukraine representatives with the experts of the European Union Advisory Mission (EUAM) Ukraine was held at the premises of the SAS on January 17, 2018.

The mission was represented by the Senior Adviser on Public Finance Julian Talens and Leonid Sergiichuk – the Public Finance Officer.

Experts described the mission's strategic aim that is to assist the Ukrainian authorities in sustainable reform of the civilian security sector through strategic advice and hands-on support for specific reform measures. In addition, parties discussed the current tasks, in particular, the assistance to the National Police of Ukraine for implementing an independent internal control system.

In this regard, Julian Talens announced plans to establish international advisory working group on the base of the National Police with the involvement of representatives of certain state authorities of Ukraine and the EU member states experts for the development of an effective model of internal control.

At the same time, he expressed an opinion, that participation of the SAS representatives is appropriate to this group, taking into account the considerable experience of Ukrainian colleagues in the implementation of the public financial control, in particular, of the internal audit units in the ministries.

Finally, parties agreed about further coordination of efforts and cooperation in accordance with the acting Ukrainian legislation and relevant international agreements.
