The State Audit
Service joined TAIEX online expert mission
"Improving the efficiency of control
in the area
of public procurement and prevention of violations
in this area",
organized by the European Commission
by involving experts from the
National Anti-Corruption Authority
of Italy (ANAC), held on 16 – 19 November 2020.
The Chairman of
the State Audit Service of
Ukraine Gennadiy Plis, Deputy Chairmen
Oleksandr Shkuropat, Galyna Vasheka, Yulia Soianik, Heads
of the departments of the State
Audit Service took part in
this event. TAIEX mission was represented
by the following
experts: Giuseppe Buzia, President of the National
Anti-Corruption Authority (ANAC), Filippo
Romano, Executive, Special and Collaborative
Supervision on public procurement (ANAC), Laura Mascali, Legal Officer, Special and Collaborative
Supervision on public procurement (ANAC), Sonia Levstik, Legal Expert, Supervision
of Public Contracts of Services
and Supplies (ANAC), Ippolito Pucci, Legal Officer, Legal Office (ANAC), and Paolo Niccolo, Head of the
Unit of Public Contracts Supervision of Guardia de Finanza.
Best practices on
procurement control in Italy and
Ukraine were shared within the
frameworks of this event.
The experts obtained
information about the system of
control over public procurement in Ukraine. They
also were informed on a procedure
for the fulfillment
of the Service
mandate, results of work, and
perspectives of development, represented by officials of
the State Audit Service of
Ukraine.
International experts emphasized
the development of the State
Audit Service towards the control
over public funds expenditure, in particular, the automation of risk-oriented approach of procurement
procedures that require special attention of the
supervisory authority.
The Italian colleagues
shared information on the main
aspects of the activities of the National
Anti-Corruption Authority of
Italy, in particular, on applying risk-oriented approach for public
procurement control and the participation
of civil society in ANAC reporting. They also presented the Qualification (Certification) System for economic operators
and their subcontractors working under public contracts
and talked about the system
of operational control over public
contracts funding. The information on the open
register of certified engineering and professional companies that can perform public
contracts was also interesting.
The experts of
ANAC and the State Audit Service
have a common view on the
future development of control over
the public funds expenditure through the maximum
digitization of both contracts and qualifications of participants.
The activities involving
international experts undoubtedly make it possible to
get acquainted with the best
achievements of colleagues in public
procurement control and prevention of misuse in
public funds development. This information will be definitely processed
by the State
Audit Service in terms of
developing proposals for amendments to legislation aimed at improving
public procurement control and upgrading
its efficiency.
