On November 10, 2020, the senior management of the State Audit Service had
a video meeting with EU-OECD / SIGMA experts Brian Finn and Joop
Vrolijk.
In his introductory speech, the Chairman of the State Audit Service thanked
the EU-OECD / SIGMA experts for their readiness to conduct an active dialogue
with Ukraine, provide expert assistance in developing legislative initiatives which
will meet modern European standards and today's realities, which, in turn,
promotes better integration of Ukraine to the world community.
In this context, Gennady Plis stressed the
importance of the manual "Estimated value of contracts, technical
specifications, abnormally low tenders and modification of contracts during its
execution" developed by SIGMA experts, which is of great value to the
State Audit Service in terms of future practical implementation of its
provisions.
The participants discussed the comments of experts previously submitted
to the draft law "On Amendments to the Law of Ukraine" On Basic
Principles of Public Financial Control in Ukraine " and Some Other
Legislative Acts of Ukraine to Improve Public Financial Control." Such
joint work of European colleagues and the State Audit Service will contribute
to the harmonization of Ukrainian legislation with European standards.
Summing up, Gennady Plis outlined a number of
priority areas for further cooperation, in particular, in the field of
improving existing inspection tools and introducing new ones. According to the Chairman
of the State Audit Office, the issue of establishing fruitful cooperation with
representatives of the European Anti-Fraud Office (OLAF) deserves special
attention.
At the end of the meeting, both Parties stressed the importance of such meetings
to improve the activities of the State Audit Service and expressed readiness to
continue active cooperation in reforming the public financial control system.
