The seminar “Organization of the System of Public Financial and Budget Control for the purpose of Prevention of Budget Violations in the context of Restriction of Resources” has begun work in the AR of Crimea. 20 October 2009  |  Press-service of the KRU in the AR of Crimea

The regional seminar “Organization of the System of Public Financial and Budget Control for the purpose of Prevention of Budget Violations in the context of Restriction of Recourses” has begun work in the Autonomic Republic of Crimea (Yalta). During two days representatives of Ministries of Finance and Economy of such countries as Moldova, Russia, Uzbekistan, Ukraine and France will exchange experience in the sphere of civil service, public finance, management of economy and information technologies. The MainCRO of Ukraine and the Agency of Technical Assistance of the Ministry of Economy, Finance and Employment of France (ADETEF) were initiators and organizers of the event.

As chief of the KRU in the AR of Crimea Oleksandr Maneshkin, the receiving side, said, the seminar was called to solve actual and fundamental problems of public financial and budget control.

Chairman of the MainCRO of Ukraine Mykola Syvulskiy stressed in his opening address the importance and significance of holding such an event, especially under conditions of the economic crisis.  Mykola Syvulskiy admitted that development of the public sector of economy depends much on implementation of public policy on control over expenses of ministries and other central authorities and on organization of relations between different controlling authorities. Certainly, “control over activity of the public sector requires modernization of management instruments that, in fact, is the mainframe question of our seminar”.

General Economic and Financial Controller of ADETEF Yannick Richet who has a great experience of holding such seminars on the Post-Soviet area spoke out on this matter.

The first day of the seminar was sufficiently productive. Participants considered two groups of subjects:

1. Importance of control over expenses of ministries and implementation of public policies.

2. Organization of relationships between different controlling authorities at the local level.

Both guests and hosts of the meeting took the floor. The first subject was considered in detail by Bernard Bachelleri (France) and Ion Plachinte (Moldova).

Chairman of the Federal Service of Financial-Budget Supervision of the Russian Federation Sergey Pavlenko told about construction of an integral public financial control system in the Russian Federation.

Rustam Kengaev (Uzbekistan) shared experience of organization of the system of public financial and budget control.

Our experience of inspecting local budgets as a special form of financial control was presented by Director of the Department of Control in the Sphere of State Authorities and Defence of the MainCRO Lyudmyla Gutsalyuk. She began her speech with explanation of the notion “The State Budget of Ukraine”, considered the procedure of its formation. Lyudmyla Gutsalyuk illustrated the role of authorities, which execute public financial control over local budgets, their tasks and functions. The main achievement in the work of our inspectors, as L.Gutsalyuk thinks, became resumption of inspection of local budgets in the legislative field and practical conduct of control measures. She admitted fairly that it is needed to do a lot for achieving positive results. In particular, it is needed to harmonize law on local budgets, to simplify the mechanism of abolition of illegal decisions of local authorities, to decide personnel matters and to secure openness of local budgets.

The seminar will continue its work.
