Discussing of SIGMA report on analysis of the current situation of public finance in Ukraine 3 August 2010

On the 26 of July this year in the Civil Service Office of Ukraine experts of SIGMA represented results of the report on analysis of the current situation of public finance in Ukraine.

Next day foreign experts visited the MainCRO to discuss represented report and ways of further cooperation in the public finance sphere.

Experts of SIGMA defined, that the main problem in Ukraine is the role and responsibility of manager. Also an expert of SIGMA Noel Hepuors underlined that for the improving of management of public finance system managers should have related tools and also a separation system of powers reporting.   

Deputy Head of the MainCRO Olena Chechulina pointed, that process of change of management system in Ukraine is very difficult and long-termed. On her turn, Director of the Department of Budget System Reforming of the Minfin Yuliya Futoranska underlined that legislative base of Ukraine in connection with managerial reporting and further development of public finance system is developed and described.  

During the meeting Coordinator of project tools SIGMA, Twinning, TAIEX Eleonora Nikolaichiuk pointed that presented by SIGMA experts analysis of situation with public finances in Ukraine can be basis for further implementation of the Twinning project in this sphere.

Pending the discussion Head of Department of PIFC Harmonization of the MainCRO Maxim Tymokhin informed that in 2012 it is planning to create services of internal audit and now is working out standards on internal control and other regulatory acts, needed for implementation of this sort of activity. On the end of the meeting SIGMA expert Joop Vrolijk proposed assistance in preparation of such regulatory acts and support of the CHU implementation.
