Practical cooperation with the Polish Foundation PAUCI in the sphere of PIFC was begun 25 August 2010

From 2nd until 13th August in Dnipropetrovsk, Mykolayiv, Lviv, Chernivtsi eight one-day trainings on internal audit were organized by support of the Polish-Ukrainian Foundation PAUCI. Two trainings for different target groups were conducted in each of these regions: one was for experts of regional CRO of relevant inter-regional group and another was for representatives of local bodies of ministries, CEA and local authorities of the region. Generally within two weeks, about 200 specialists of the regional level had an opportunity to familiarize with basics of public internal audit and Polish experience in the sphere of introduction of the European model of PIFC.

Experts from the Ministry of Finance of the Republic of Poland Agnyeshka Hyebel and Jaroslav Zhukovskyi and also Ukrainian scientists, experts on internal audit conducted basic trainings, Deputy Head of PIFC Harmonization Department Tetyana Borovkova coordinated trainings on behalf of the MainCRO.

It is pleasure to note that there are an understanding and support of projects of international cooperation in the sphere of PIFC at the leadership level of the regional CRO and RSA, which were expressed during the opening of trainings.

In the course of the work the Polish experience in the sphere of introduction of internal control and internal audit in public authorities, basic concepts of internal control and internal audit according to the COSO model, standards of internal audit, and the main stages of organization and conduction of internal audit as a process were presented to participants.

During trainings Ukrainian experts had an opportunity to share thoughts and to receive answers on their questions concerning organizational and practical aspects of public internal audit. The process of implementation of the European model of PIFC in Poland especially interested participants because the Polish experience is very close and clear to Ukrainian people and way of Polish colleagues is not so far: Poland passes ahead Ukraine on some 7 - 8 years in the sphere of reformation of PIFC.

The next step in the project of assistance to Ukraine of Polish-Ukrainian Cooperation Foundation PAUCI in the sphere of introduction of internal audit at the regional level should become two-day training for specialists of CRO and RSA from four basic regions which will participate in implementation of pilot projects on internal audit. Aforementioned training for “future internal auditors” should be held at the beginning of September in Kiev, and in late September practical realization of pilot projects on internal audit will begin in Dnipropetrovsk, Mykolayiv, Lviv and Chernivtsi regions.
