Time to sum up. Pilot projects on internal control have been finished at the regional level 6 December 2010

Practical trainings on implementation of the Program of international cooperation on technical and financial assistance of the Ministry of Finance of the Netherlands to the MainCRO in introduction of internal control at the regional level were finished during November this year. Representatives of the CRO and regional administrations in Lviv, Dnipropetrovsk and Cherkasy regions which are charge for introduction of reforms in the regions as well as representatives of the Central Harmonization Unit of the MainCRO participated in the Program.

Traditionally, specialists of the Ministry of Finance of the Netherlands Mr. Jan van Tuinen, Mr. Manfred van Kesteren and the coordinator of the project Mrs. Ruslana Rudnytska participated in the final workshops from the Netherlands.

Knowledge on internal control received in the course of trainings allowed to understand the necessity and importance of its introduction. Because internal control is a process which is affected by people and which allows to provide assurance of the achievement of goals. These goals can deal with the efficiency and effectiveness of operations, reliability of the financial report, and compliance to the legislation and regulatory acts. Internal control is a tool of the manager which helps him to ensure legality of funds spending and to carry out assigned functions.

By the results of pilot projects work groups prepared propositions concerning improvement of the structure (model) of internal control in the process of realization of materials of control measures conducted in the form of inspection (for the CRO) and the structure (model) of internal control in the process of improving of health of liquidators of consequences of accident at CHAES (for the Main Department of the Labour and Social Protection of RPA). The next step of reforms should be the practical introduction of knowledge received during the pilots.

The final stage of the training Program will be the final workshop in March next year where presentation of general results of pilot projects is envisaged.
